Admission of New Participating Counties. Upon unanimous agreement of the Program Committee, any Colorado county or city and county may join this Agreement by execution of a signature page to this Agreement which shall be distributed to each existing Participating County. All references in this Agreement to Participating County or Counties shall include any county or any city and county which has later executed a signature page to this Agreement.
