Advances Subject to Annual Appropriation. It is hereby acknowledged that under applicable Oklahoma law, the Board may not become obligated beyond its fiscal year (July 1 through June 30), and therefore, the covenants made herein by the Board shall be on a year-to- year basis. The Board’s obligation to make Advances is subject to the availability of funds and annual appropriations thereof by the Board.
