AGREED-UPON ACTIONS. 3.1. In order to achieve the outcomes described above, the parties have agreed to a comprehensive package of actions including land exchanges, land designations, transportation, environmental monitoring, and other actions, as described in the remaining sections. The parties recognize that the following recommendations constitute a package that together meet the intended outcomes of the Accord. Removal or alteration of individual components may warrant re-negotiation.
