(3) Without limiting or otherwise affecting the application of the Government Agreements Xxx 0000, the Agreement shall operate and take effect notwithstanding any other Act or law. (4) To avoid doubt, it is declared that the provisions of the Public Works Xxx 0000 section 96 do not apply to a railway constructed under the Agreement.
