AIDS TO NAVIGATION. A marker which aids the traveler in navigation. The primary components of the U.S. Aids to Navigation System are beacons and buoys. ALTERATION: Human-induced change in an existing condition, including but not limited to grading, filling, channelizing, dredging, clearing (vegetation), draining, construction, compaction, excavation, or any other activity that changes the character of an area. AMENDMENT: A revision, update, addition, deletion, and/or reenactment to an existing Shoreline Master Program. AQUACULTURE: The culture or farming of fish, shellfish or other aquatic plants and animals. Aquaculture is dependent on the use of the water area and, when consistent with control of pollution prevention of damage to the environment, is a preferred use of the water area. BASELINE: The time and conditions that comprise the point of comparison for determining the environmental effects and their magnitude (or significance) resulting from a proposed plan, policy, or project.

AIDS TO NAVIGATION. The Harbour Operator shall:  supervise the Aids to Navigation on a daily basis to ensure they are fully operational.  The Harbour Operator shall ensure that all Aids to Navigation are inspected regularly to ensure they are in good repair and condition. The Harbour Operator shall ensure that relevant tidal information is displayed and available to harbour users at each of the Harbour Facilities at all times including, where relevant, on the Harbour Operator’s website for each of the Harbour Facilities.

Aquaculture does not include harvest of wild geoduck associated with the state managed wildstock geoduck industry. ASSOCIATED WETLANDS: wetlands which are in proximity to and either influence or are influenced by tidal waters or a lake or stream subject to the Shoreline Management Act (SMA). AIDS TO NAVIGATION. The Government of the United States shall place or establish and maintain in the defense sites and the water areas adjacent thereto or in the vicinity thereof, lights and other fixed and floating aids to navigation of vessels and aircraft necessary for operations pursuant to this Agreement. The Government of the United States shall consult with the Government of the Federated States of Micronesia on the position or characteristics of and any alterations to such aids to navigation.
