If operational adjustments at Xxxx Canyon Dam would not be sufficient to fully minimize the risk of Lake Xxxxxx declining below the Target Elevation, operations at all other CRSPA Initial Units will be uniformly considered through evaluations that include but are not limited to water availability, hydrology, resource conditions and operational limitations at each Initial Unit in conjunction with adjustments at Xxxx Canyon Dam to provide additional drought protection at Lake Xxxxxx.
