All Necessary Acts. The partners and officers of this General Partnership are authorized to perform all acts necessary to perfect the organization of this Partnership and to carry out its business operations expeditiously and efficiently. The Secretary, or other officers, or all partners, may certify to other businesses, financial institutions and individuals as to the authority of one or more partners or officers of this General Partnership to transact specific items of business on behalf of the General Partnership.
