ALTERNATE BIDS. The A/E shall prepare the bidding documents to include all elements of the work. When the base bid design clearly exceeds the design budget, the A/E shall evaluate the components of the design and move any portion not essential to the function of the project to an alternate bid. All alternate bids shall be clearly identified on the PPCB form. A. Alternate bids may not be included in the project without permission of the PM. B. The A/E shall develop in conjunction with the using agency and the PM, an order of priority to be used in awarding alternates. C. When the base bid design fully accomplishes the scope of work, alternate bids that enhance the base bid qualifies for additional service compensation. D. CDB may negotiate an adjustment to the construction phase services fee for services not rendered as a result of not awarding any alternate.
