Ancillary Services Charge. A charge for those services that are necessary to support the transmission of capacity and energy while maintaining reliable operation of the transmission System. Transmission Congestion Price. For real time transactions, it is the congestion component of the locational marginal price. The transmission congestion costs may be positive or negative depending on output from generators and consumption by loads.
