The Application Development Services clause defines the scope and terms under which a service provider will design, build, and deliver software applications for a client. Application Development Services. Starting on the Effective Date and continuing during the Initial Term and the Renewal Term, if any, and the Transfer Assistance Period, if any, TPA shall provide to each applicable Customer the services as described in Exhibit 4.2 (collectively, the "Application Development Services") for the "Application Development Services Fees" set forth in Exhibit 11.1 and/or Exhibit 4.2 as applicable.

In addition, if application development services are performed by Contractor augmented staff on behalf of County, staff must strictly follow and adhere to the County’s established application development policies, process, procedures, practices, and standards.

To the extent applicable to the services being provided by Contractor under the Agreement, Contractor shall develop, implement, and comply with industry-standard secure coding best practices as outlined by the County’s Service Provider Application Secure Coding Standard. In addition, if application development services are performed by Contractor augmented staff on behalf of County, staff must strictly follow and adhere to the County’s established application development policies, process, procedures, practices and standards. Upon request by County, Contractor shall provide an attestation letter to certify that security testing as specified above was performed along with security scan test results and tests performed. Any exceptions must be documented with the delivery of the attestation letter for acceptance by the County. EXHIBIT G Service Level Agreement For purposes of this exhibit, Provider is referred to as “Contractor.” In connection with all Services provided to County under the applicable contract (the “Agreement”), Contractor shall, at no additional cost to County, meet or exceed the requirements set forth in this Service Level Agreement (“SLA”) for the duration of the Agreement. The standards set forth herein are intended to reflect the current industry best practices for the Contractor Platform provided by Contractor under this Agreement. If and to the extent industry best practices evolve to impose higher standards than set forth herein, this SLA shall be deemed to impose the new, higher standards upon Contractor. Contractor shall promptly notify County in writing of any material change to its compliance with these standards. Any approval required by County under this SLA may be issued in writing by the Contract Administrator or the Broward County Chief Information Officer (“CIO”). Sections 1-5 of this SLA apply to all aspects of the Contractor Platform. In addition, Sections 6 and 7 of this SLA apply to any Software as a Service (“SaaS”) or web hosting services provided to County under the Contractor Platform.
Application Development Services. The purpose of this category is to provide complete development and support of the varied and numerous applications that are created, maintained, and owned by the State. 1) A mainframe environment - COBOL, PL/I, JCL, CICS, DB2, C/C++, IBM OS 390, and IBM AS400;
2) N-tier platform programming services - .NET, C# or Java and related technologies including ▇▇.▇▇▇, XML, VBScript, JavaScript, HTML, Eclipse, ASP, .NET framework, web services/WCF, and mobile application development;
3) Client/Server (including three tiered architectural environments). – Java, J2EE C/C++, Cold Fusion/Adobe Suite of products, PowerBuilder, Micro Focus Cobol, Visual Basic, Perl, C# and .NET, CSS, and Oracle DBMS;
4) Structured Query Languages/Stored Procedures, indexes, triggers, and functions
5) The various stages of SDLC such as design, development testing, and deployment of applications;
6) Software testing to include planning, constructing, and executing automated tests, product tests, system tests, unit tests, load tests, volume tests, network tests as well as integration with release control process;
7) COTS implementations;
8) Design and creation of web and mobile applications, including user experience improvements;
9) System domains, object/data models, wire frames, prototypes, flowcharts and use cases;
10) Experience with common environments and frameworks such as (but not limited to): ▇▇▇.▇▇▇ and ▇▇▇.▇▇▇ MVC Frameworks, ColdFusion, CGI Java, PHP, Apache, FileMaker, IBM DB2, Microsoft SQL Server, MySQL, Oracle, PostgreSQL, or Sybase, Web2.0, WebSphere, Java / J2EE/JEE, PERL / CGI, PHP, XML / HTML / DHTML, SOAP, Jasper, content management systems;
11) Enterprise application systems integration and implementation including both COTS and custom applications;
12) Designing, programming, converting, installing, system training, managing and maintaining applications and application interfaces/systems, testing (all levels), implementation and cutover planning, and data conversion/migration for the implementation of the systems;
13) Implementation of infrastructure solutions capable of cost-effectively supporting business goals; or
14) Designing and building enterprise-level data integration and data transformations solutions.

Covansys will provide the following Application Development services using approved enterprise-level tools (e.g. Productivity and Management Tools) and Critical Processes. These services will be layered within Covansys' best practices methodology. SIRVA's corresponding responsibilities will be set forth within that methodology. Application Development Services. (a) Cambridge Technology will develop the Requirements for the Transition Critical Applications identified in Schedule 5.1 in accordance with (i) the Enterprise Scope Document, (ii) the technology standards set forth in the Technology Plan, (iii) other technology standards that may be mutually agreed to between Cambridge Technology and Client from time to time and (iv) the Development Budget and Development Schedule contained in Schedule 5.1.
(b) Each Transition Critical Application will be developed in accordance with the procedures set forth in Schedule 3.1 as further detailed by individual Task Orders and accompanying "Statements of Work." Upon Client's authorization of a Task Order under the process set forth in Section 3.2, Cambridge Technology will begin development of the Transition Critical Application covered by the Task Order.
(c) Upon completion of the design phase for each Transition Critical Application, Client and Cambridge Technology may agree to adjust the Development Budget based on a better understanding of the Requirements. Unless an adjustment is the result of additional services or new scope or functionality (as opposed to a refinement of scope or functionality described in the Enterprise Scope Document) requested by Client and implemented through the Change Control Process, the "not to exceed" price for delivery of all Transition Critical Applications will not be affected. The parties acknowledge that the Transition Critical Applications are intended to provide basic functionality similar to the functionality of the RSI applications they are replacing (as of the date of the Enterprise Scope Document). Should it be discovered that a basic piece of functionality is missing from the Requirements of a particular Transition Critical Application, Cambridge Technology and Client will work together to adjust the Requirements to include the missing functionality in a way such that the "not to exceed" price is not affected (e.g., delete new functionality to offset any price increase associated with adding the missing functionality).
(d) The end date and price set forth in Schedule 5.1 for each Transition Critical Application are based on the start date stipulated in that Schedule.
