The Secretary of State may give a warning notice to the Governors which he shall copy to the Provincial Superior of the Society of the Divine Saviour where he is satisfied— i) that the standards of performance of pupils at the Academy are unacceptably low, or ii) that there has been a serious breakdown in the way the Academy is managed or governed, or
