Appointment of Task Forces. The Market Reliability Planning Committee and its Functional Planning Committees shall have the authority, within the Market Reliability Planning Committee's budget or with the approval of the Management Committee if beyond its budget, to appoint task forces for particular studies and to name thereto available employees of Participants.
