ARBITRATION; RESOLUTION OF DISPUTES. Subject to SECTION 18.1, any and all disputes and controversies between Incumbent and PathNet concerning the negotiation, interpretation, performance, breach or termination of this Agreement (each a "DISPUTE") shall be subject to resolution as set forth in this SECTION 18.
