ARTICLE UNION REPRESENTATION. The parties shall endeavour to convene a meeting within ten (10) working days of the submission of the grievance to this step. The Executive Director may request the presence of a consultant at this meeting as may the Union. In the event the decision of the Executive Director is not satisfactory to the the may refer the matter to Arbitration in accordance with the provisions of this Agreement. However, it is understood that the provisions of this Section may not be used with respect to a complaint or grievance directly affecting an agenda employee or employees and that the regular grievance procedure shall not be by- passed. All agreements reached under the grievance procedure between the representatives of the subjects Employer and the representatives for the Union, shall be final and binding upon the Employer, the Union and the employees. All time limits referred to in the grievance procedures and the arbitration procedure, shall be discussedconstrued as mandatory and failure to comply with any time limits shall be deemed abandonment of the grievance or denial of the grievance as the case may be. Notwithstanding the foregoing the parties may agree to waive or extend any of the time limits established in this grievance procedure.

ARTICLE UNION REPRESENTATION. ARTICLE UNION REPRESENTATION. The City agrees to grant leavewith pay to not more than two (2)members of the same platoon for the purpose of attending to Union provided however, that the sum total of such leave for persons shall not exceed, per year, shifts or the equivalent thereof. Leave with pay may also be granted at the discre- tion of the Chief or his designate for the purpose of attending grievance or arbitration hearings, Union or Labour Management Relations meetings, negotiation meetings, or Pension Committee meetings.
