Artist Rents. Subject to the approval of a management agreement by the Agency Commission, the Agency shall lease the Shipyard Artist Studios at rates necessary to reimburse the Agency for its costs, including any operation and maintenance costs, reserves and any administrative fees, but the Agency shall not charge more than is required to reimburse such costs to the Agency.
