(a) Subject to the provisions of this agreement, the Trustees shall have full authority to determine all question of payments and methods of providing or arranging of benefits and other related matters. The Trustees may make such rules and regulations not inconsistent with the terms hereof, as are necessary in their absolute discretion to carry out the provisions of this trust agreement.
