Base Paving and Approvals. Base paving of the streets providing access to the Lots (“Base Paving”) shall have been completed and all necessary approvals shall be in place so as to allow Purchaser to obtain building permits and occupancy permits, or their equivalent, upon the posting of customary bonds and/or payment of customary fees.
