BEGINNING TEACHER SUPPORT AND ASSESSMENT PROGRAM. In support of the Beginning Teacher Support and Assessment (BTSA) Program, the West Orange County (WOC) BTSA Consortium, the Ocean View School District (District) and the Ocean View Teachers Association (Association) agree to establish the following guidelines to implement the BTSA Program.
