Benefits Costs and Downloading. In the course of bargaining for the renewal of the collective agreement, the parties agreed that the Company has no obligation for any costs associated with or resulting from any action taken by the Provincial or Federal governments that would result in a cost to an individual for health care coverage (“downloading”) on or after March 21, 2010. Specifically, this letter confirms that the Company and the Union agree that the collective agreement does not contemplate that any costs resulting from downloading being covered by the collective agreement and agrees that should any downloading occur, these costs will not be the responsibility of the Employer. The Union also agrees that it will not bring forward any grievances either on behalf of employees or by the Union asserting that the Employer has any obligation for any costs resulting from downloading. Effective on the decommissioning of the Power Street press room, the folder person premium will cease to be paid. Commencing no later than April 30, 2013, a Team Leader job differential of $2.50 per hour worked will be paid to the Press Operator who is designated as the Team Leader on each shift. The pay administration for the Team Leader Job Differential will be consistent with the pay administration practices for the folder person premium. The Employer reserves the right to determine the job duties and scope of supervisory responsibility of the Team Leader, in a manner consistent with Article 2. During the period where the Employer is running the Power Street and Markham Street concurrently (the “parallel run period”), all Press Operators in the Training Group will be given an equitable opportunity to perform the Team Lead role, without job differential (the “rotation”). There will be no exclusion of a Press Operator from the Team Lead rotation on the basis of leadership skills. No later than April 30, 2013, the Employer will determine which of the Incumbent Press Operators (who are not surplus) possess the skills, abilities and qualifications for the Team Leader designation. Where an Incumbent Press Operator is not qualified by that date for the Team Leader designation, the Company and the Union will meet to discuss a process to help that Press Operator develop the necessary skills to obtain that designation. The format and terms and conditions of the training program will meet be similar to discuss a process to help that the one conducted in 2007 (see document attached entitled “Press Operator develop Training Attachement). Upon successfully completing and passing the necessary skills to obtain that designation. Assignments to training program, the Team Leader role trained helper(s), base on the prevailing printing manpower requirement, will be equitably distributed by the Employerassigned part time printing work as well as their regular helper work. It is understood that this eight (8) week period is inclusive general abilities of the twoprospective staff pool and the cost and needs of the company. • Prospective trainees – existing printing/mailroom helpers who have the right aptitude and are interested in learning new skills. • After training and monitoring, those who are qualified will be kept on as part-time pressmen on top of their regular printing/mailroom helper duties, to augment the additional manpower requirements of the xxxxxxxx crew from time-to-time. • When full-time xxxxxxxx position arises, replacement will be chosen from this qualified part-time crew trained in- house. • Two phases: Training (14 weeks) & Monitoring (4 weeks) • Training (total 14 weeks) for three segments: Mechanical (2 weeks), Printing Basic (4 weeks) & Printing Advance (8 weeks)
