Be a CPR Instructor for at least one of the following: American Red Cross, AHA, British Red Cross, British Heart Foundation or approved equivalent 2. All instructors who will provide services under this contract must have and maintain the following certificates (at a minimum): a. First Aid b. CPR/AED c. Wilderness First Aid d. Wilderness First Responder
Bidder Minimum Qualifications. 1. The Contractor must be an experienced firm providing professional audio-visual equipment rental and audio-visual technician services on a full-time commercial basis as a principal business segment for at least the past two (2) years within the State of California. 2. The Contractor's production facility must be located within a thirty (30) mile radius of the DWR Headquarters building at ▇▇▇ ▇ ▇▇▇▇▇▇, ▇▇▇▇▇▇▇▇▇▇, ▇▇▇▇▇▇▇▇▇▇ ▇▇▇▇▇. 3. At least 70% of the Contractor's personnel must each have a minimum of two (2) years paid professional experience in their position as an Audio-Visual Technician. Resumes will be incorporated as an exhibit to this agreement (Exhibit A, Attachment 1).

The Department has determined that Bidders responding to this solicitation must comply with Disabled Veteran Business Enterprise (DVBE) Program participation requirements. Bidder Minimum Qualifications a) The Contractor will be an experienced firm providing professional motion graphic services on a full-time commercial basis as a principal business segment for at least the past three years within the State of California. b) The Contractor’s production facility will be located within California c) Provide 3 invoices to prove 3 years’ time in business within the State of California. Documentation submitted will be used to substantiate Contractor is a firm that provides motion graphic services on a full-time commercial basis as its principal business segment as well as time in business and location of facilities. Documentation deemed inadequate or insufficient to determine information will cause the Contractor to be disqualified from further consideration. d) References from at least (3) clients for whom the Contractor has provided similar services within the past three (3) years (Attachment III, Bidder References). e) Resumes of all permanent staff. At least one member of the Contractor’s personnel shall each have a minimum of three (3) years paid professional experience as a Motion Graphic Artist. Resumes shall contain information relating to each person’s education, any degrees, certificates, area of expertise, and work experience/assignments relative to the Scope of Work set forth in this Invitation for Bid (IFB). Resumes shall be incorporated as an exhibit to this agreement (Exhibit A, Attachment 1). f) Listing of equipment and software used in-house to facilitate the services specified in the Bid Sheet (Attachment I). In-house equipment will include, at a minimum, the following: Services to include 3D modeling and texturing, motion graphics, secondary color correction, transitions, chroma keying, ▇▇▇▇▇▇, masks, corner-pinning, motion tracking, static graphic design, 2D and 3D compositing. The computer and software must be capable of ingesting and outputting various video formats including Pro Res and MP4 (H.264) in HD and 4K resolutions. The Contractor may, with DWR approval, subcontract these services. However, the Contractor will remain responsible for the quality of services provided by any subcontractor. The Contractor will perform services using the following or equivalent software and computer: a. Current license of Adobe Creative Cloud Photoshop b. Bidder Minimum Qualifications. 1. A Phytoplankton Analyst resume for each bidder responsible for: 1) conducting the phytoplankton sample analysis required in the contract; and 2) ensuring that the analysis is accurate and complete. Each Phytoplankton Analyst resume must show that each bidder possesses a Master of Science or Doctor of Philosophy in the biological sciences, and at least five years of experience in analyzing phytoplankton samples from fresh, brackish, and marine water. If the bidder does not have a Master of Science or Doctor of Philosophy, a Bachelor of Science and seven years of direct experience analyzing phytoplankton samples may be substituted. The experience must include familiarity with identification of the commonly encountered genera and species in the Upper Estuary of the San Francisco Bay-Delta System (see ▇▇▇▇▇://▇▇▇▇▇▇.▇▇▇▇▇▇▇▇▇▇▇▇▇.▇▇▇/nis/mapbrowse?packageid=edi.1320.6 for a species list). Proof of appropriate education and experience requirement will provide assurance that the potential bidder can provide accurate, complete, and timely analysis of phytoplankton samples collected. These analyses are essential for DWR to fully meet the phytoplankton monitoring and reporting mandated by Water Right Decision 1641 (D-1641) and for completing special studies initiated in response to the findings of mandated monitoring and the needs of management. Proof of education and experience must be provided through resume and other evidence such as taxonomic certifications, courses or trainings in taxonomy, references from other clients, and authorship of peer-reviewed publications and/or reports. Resume should specify the length and extent of the bidder’s experience in identifying and enumerating phytoplankton samples, with emphasis on experience with species found in the Upper Estuary of the San Francisco Bay-Delta, and experience in the major tasks and areas of responsibility for which the person will be responsible under the contract. 2. A resume for other personnel or subcontractors who will be conducting work such as assisting in phytoplankton sample analysis and enumeration under the contract. All persons who will be analyzing samples must meet the education requirement (possession of a Master of Science or Doctor of Philosophy in the biological sciences) and at least three, preferably five years of experience in analyzing phytoplankton samples. A minimum of three (3) years in business and staff must have at least three (3) years of experience as a Contractor in sidewalk, trail, and/or minor roadway construction which may include streetscape, lighting, landscaping, stormwater, and maintenance of traffic Must have worked as a prime Contractor on a minimum of three (3) projects in this type of work with associated references. Bidder Minimum Qualifications. 1. The Contractor must be fully knowledgeable of all applicable State and Federal laws, county and municipal ordinances and regulations which in any manner affect those engaged or employed in the work, or the materials used in the work, or which in any way affect the conduct of the work. The Contractor will at all times observe and comply with, and will cause all its agents, subcontractors, and employees to observe and comply with all such applicable laws, ordinances, and regulations. 2. The Contractor must maintain compliance with the 90-Day California Highway Patrol (CHP) Safety Inspections, CHP Biennial Inspection of Terminals Program, and California Occupational Safety and Health rules and regulations throughout the entire term of this agreement. Records of compliance with these roles and regulations are subject to review during business hours upon reasonable notice. 3. All equipment rented must be in compliance with the rules and regulations of the Air Quality Management District when operating in each district’s geographical area of responsibility. 4. All equipment must be in good working order and will be less than 7 years old and have less than 2,500 hours of operation.

If the bidder offers varying rates and/or Added Value amenities for each property location listed in Attachment 3, submit a separate Attachment 1 – Minimum Requirements and Attachment 2 – Added Value Worksheet for each property location. In the event of an ambiguity or discrepancy between Attachment 3 and Attachment 1 and/or Attachment 2, Attachment 1 –and/or Attachment 2 shall have priority.

Bidder for Service Category (3) - Distribution of Isolation Care Kits, shall have sufficient space to store up to 100 Care Kits at any one time; bidders must describe the space they intend to store the Care Kits including: size of space, security measures in place, environmental conditions of space to ensure the Care Kits will not be affected by temperature, water, etc.
