Bonds controlled by the Ministry of Finance. For the purposes of (x) determining the right to attend and vote at any meeting of Bondholders, or the right to sign or confirm in writing, or authorise the signature of, any Written Resolution and (y) this Condition 8, any Bonds which are for the time being held by or on behalf of the Central People’s Government (including the Ministry of Finance) or by or on behalf of any person which is owned or controlled directly or indirectly by the Central People’s Government or by any public sector instrumentality of the Central People’s Government shall be disregarded and be deemed not to remain outstanding, where:
