Capacity Sales and Purchases and Reserve Shortfalls. (a) The Agent shall coordinate and otherwise assist the Companies in making off-System capacity sales and purchases. (b) All capacity purchases and sales effective beyond July 1, 1984 shall be coordinated by the Agent, recommended by the Operating Committee, and approved by the CEO. (c) The System Reserve Capacity shall be at the disposal of any Company requiring such capacity. Should the system be short of capacity as a result of an emergency and be unable to purchase the deficit, each Company shall take such actions as are necessary to bring System load and generation into balance.
