Cardinal Principles. Seven cardinal principles guide the formation of this Agency, shall govern the actions of this Agency, and shall be incorporated into any GSP adopted by the Agency: 3.2.1 Compliance with the requirements of the Act and subsequent laws and regulations related thereto; 3.2.2 Protection of Groundwater resources in the ▇▇▇▇▇▇ Subbasin; 3.2.3 Protection of existing reasonable and beneficial uses of water in the ▇▇▇▇▇▇ Subbasin and surrounding areas; 3.2.4 To the maximum extent allowable while still being consistent with the requirements of the Act, protection of existing and future legal rights to Groundwater; 3.2.5 Providing assurances for the full and fair representation of all stakeholders with an interest in Groundwater in the ▇▇▇▇▇▇ Subbasin; 3.2.6 Recognizing the value of local management of Groundwater resources, of the distinct water regions within ▇▇▇▇▇▇ County, and Special Management Areas designated by the Agency; 3.2.7 Respecting the existing riparian, pre-1914, and permitted surface water rights of landowners and agencies, and existing surface water purchase agreements.
