CENTRAL MESSAGE. Cities and public buildings use a significant amount of energy and the SAVE ENERGY project argues that the best energy efficiency savings can only be achieved through physical solutions in combination with changes in user behaviour. There has been much investigation and analysis of the physical solutions. The SAVE ENERGY project focuses on the behavioural solutions required to work in combination with such physical solutions. Municipalities and other city decision-makers have a unique opportunity to improve the operation of public buildings and at the same time influence citizens to apply similar behaviour in their homes/industries and through networks of cities. It is thus argued by the SAVE ENERGY project that new policy options are required to help municipalities and cities implement this strategic role to transform and improve on user energy behaviour in public buildings.
