Certification of expenditure. 1. The certificates and statement of interim and final expenditure referred to in Annex III.1, section III (6), fifth indent and (8) shall be drawn up in the form prescribed in Annex III.4.B by the National Authorising Officer that is functionally independent of any services that approve claims.
