Changes in Mitigation Fees Due to Inflation. Changes in inflation may affect USDA practice costs, which will require changes to Habitat Management Costs. However, annual increases attributable to changes to Habitat Management Costs will not result in increases or decreases to the Mitigation Fees of more than 3% in any given year from the Mitigation Fees as they existed on December 31 of the previous year.
