CHANGES TO DEVELOPMENT REGULATIONS. Unless authorized by the Act or as set forth herein, the Zoning Regulations as applied to the Property shall not be amended or modified during the Term, without the express written consent of the Owner/Developer; provided however, the County may amend the Zoning Regulations as they pertain to procedures for processing land development applications and approvals, approvals of subdivision plats, or the issuance of building permits.
