CHOICE OF LAW, CONSENT TO JURISDICTION AND VENUE. a. This Contract shall be deemed to be executed in the District of Columbia, regardless of the domicile of the Contractor and shall be governed by and construed in accordance with Federal government contracting law as adopted by WMATA in its Best Practice Manual. As to all other matters of substantive law, the laws of the District of Columbia shall apply except for its choice of law provisions unless superseded by Federal law.
