CLARIFICATION ON TAX LIABILITY. 5.1 The meeting was INFORMED that the Supplier’s tender price was VAT exclusive pursuant to the tender requirement and it was FURTHER CLARIFIED that since the Supplier is contracted to issue Drivers’ License and the payment for the licenses is statutorily prescribed under the Traffic Regulations, such statutory payments do not attract VAT. 5.2 The meeting FURTHER NOTED that the contract with the supplier is under Build Operate Transfer (BOT) terms and that the project is externally funded by the Supplier.
