CLEARANCE PATTERNS. 7.1 The State shall develop separate clearance patterns for each of the following: With the exception of programs administered by recipient Agency 350, Superintendent of Public Instruction, where all federal program payroll charges are based on 100% EFT payroll, the State shall develop a clearance pattern for the payroll and administrative function. This clearance pattern shall be applied to the payroll and administrative components of all programs.
