Colonial School Board. 6.17.1 The Colonial School Board retains and reserves, all powers, rights, authority, duties and responsibilities conferred upon and vested in it by the laws and the Constitution of the State of Delaware and of the United States, and including: 6.17.2 The right to exercise executive management and administrative control of the school system, its properties and facilities, and direct the work activities of its employees and to determine and alter the school calendar. 6.17.3 The right to hire all employees and, subject to the provisions of law, to determine their qualifications, and the conditions for their continued employment or cause their dismissal or demotion, except for probationary employees; and to promote, place, transfer, and assign all such employees; and 6.17.4 The right to exercise the powers, rights, authority, duties and responsibilities by the Board, the adoption of policies, rules, regulations and practices in, and the use of judgment and discretion shall be limited only by the specific and express terms of this Agreement and then only to the extent such specific and express terms are in conformance with the Constitution and laws of the State of Delaware, and the Constitution and laws of the United States.
