Recognizing that MCC shall serve as an implementing agency for the United States under this Compact; Recognizing that the United States and the Government (collectively, the “Parties” and each individually, a “Party”) are committed to the shared goals of promoting economic growth and the elimination of extreme poverty in Kosovo and that MCC assistance under this Compact supports Kosovo’s demonstrated commitment to strengthening good governance, economic freedom and investments in people; Recalling that the Government consulted with the private sector and civil society of Kosovo to determine the priorities for the use of MCC assistance and developed and submitted to MCC a proposal for such assistance to achieve lasting economic growth and poverty reduction; and Recognizing that the United States wishes to help the Government implement the program described herein to achieve the goal and objectives described herein (as such program description and objectives may be amended from time to time in accordance with the terms of this Compact, the “Program”); The Parties hereby agree as follows:
