Compilation of a New York State Transmission Plan. (a) The ISO will compile a consolidated New York State Transmission Plan (the “Plan”) as described in the ISO OATT, which will be comprised of all transmission projects proposed by Transmission Owners, as well as projects proposed by other Market Participants, that are found to meet all applicable criteria and include appropriate Transfer Capability mitigation measures, and that have pending applications for construction permits or approvals. (b) The Plan shall be compiled in coordination with the transmission systems of neighboring ISOs, Control Areas, and Canadian systems. (c) The Plan shall conform with applicable NYSRC standards, in accordance with ISO Procedures detailed in ISO manuals. (d) The Plan will be compiled by the ISO staff, with Transmission Owner support and participation, for Operating Committee review and approval.
