Conditions Precedent to Effectiveness of Trust Fund Grant Agreement. The Trust Fund Grant Agreement shall not become effective until evidence satisfactory to the Administrator shall have been furnished to the Administrator that: (a) the execution and delivery of the Trust Fund Grant Agreement on behalf of the Recipient have been duly authorized or ratified by all necessary governmental action; and (b) all other events specified in the Trust Fund Grant Agreement as conditions to its effectiveness have occurred.
