Conditions Precedent to Operation. Notwithstanding anything in this Agreement to the contrary, and without limiting any other obligations of the Customer, the Customer shall not have the right under this Agreement to require that the Company maintain the import and export capacity specified in this Agreement until the Company is satisfied (acting reasonably) that:
