Consistent Development. One of the primary objectives of the City as part of the Original Agreement was that development of the area surrounding the Insight Property originally known as “Park Highlands” and now known as the “Villages at Tule Springs” be undertaken in an organized fashion so as to ensure a well-integrated, quality community with an appropriate harmonious mix of residential, commercial, open space, recreational, and public uses. Both the City and Insight desire that the Insight Property be developed subject to standards compatible with the surrounding area. This Insight Agreement sets forth the terms and conditions of development to accomplish that end. Subject to the terms of this Insight Agreement and the Applicable Development Rules, Insight shall have discretion as to the time of commencement, construction, phasing and completion of any and all development of the Insight Property.
