Construction and Payment. Upon acceptance of the lowest responsible bid and approval of the revised amount of the Escrow, if such a revision is necessary, the City shall commence construction of the S. 40th Street Water Main as soon as reasonably possible. Upon receipt of any invoice for the cost of designing and/or constructing the S. 40th Street Water Main, the City will provide a copy of said invoice to the Parcel Owner who shall immediately advance funds to the City for the purpose of paying for actual cost of the work described in the invoice.
