It is a designated project and is governed by the current permits for the Project, i.e. the amended Environmental Permits (EPs) issued on 19 January 2015 (EP-353/2009/H) and 10 December 2014 (EP-354/2009/C) (for TMCLKL Southern Landfall Reclamation only). Xxx Xxxx & Partners Hong Kong Limited (Arup) was appointed by Highways Department (HyD) as the consultants for the design and construction assignment for the Project’s reclamation works (i.e. the Engineer for the Project). China Harbour Engineering Company Limited (CHEC) was awarded by HyD as the Contractor to undertake the construction work of the Project. ENVIRON Hong Kong Ltd. was employed by HyD as the Independent Environmental Checker (IEC) and Environmental Project Office (ENPO) for the Project. AECOM Asia Co. Ltd. (AECOM) was appointed by CHEC to undertake the role of Environmental Team for the Project for carrying out the environmental monitoring and audit (EM&A) works. The construction phase of the Project under the EPs was commenced on 12 March 2012 and will be tentatively completed by early Year 2016. The EM&A programme, including air quality, noise, water quality and dolphin monitoring and environmental site inspections, was commenced on 12 March 2012. This report documents the findings of EM&A works conducted in the period between 1 September 2014 and 30 November 2014. It is a designated project Designated Project under the Environmental Impact Assessment Ordinance (Cap. 499) (EIAO) and is governed by the current permits for the Project, i.e. the amended an Environmental Permits Permit (EPsEP-324/2008)(EP) issued by EPD on 19 January 2015 23 December 2008. Subsequently, EPD issued a Variation of Environmental Permit (EP-353/2009EP-324/2008/H) and 10 December 2014 (EP-354/2009/CA) (for TMCLKL Southern Landfall Reclamation onlyVEP) on 31 January 2012. The VEP (EP-324/2008/B) was subsequently granted on 17 March 2014 which superseded the previous EP (EP-324/2008/A). Xxx Xxxx & Partners Hong Kong Limited The most recent variation of the EP does not cover Stage 1 (Arupbetween Island House Interchange and Tai Hang) was appointed by Highways Department (HyD) as the consultants for the design and construction assignment for the Project’s reclamation works (i.e. the Engineer for the Project). China Harbour Engineering Company Limited (CHEC) was awarded by HyD as the Contractor to undertake the construction work of the Project. ENVIRON Hong Kong Ltd. was employed by HyD as The Project aims to widen Tolo Highway and Fanling Highway to dual 4-lane carriageway in order to alleviate the Independent Environmental Checker current traffic congestion problems and to cope with the increasing transport demands to and from the urban areas and also cross boundary traffic. The construction works for this Project will be delivered in 2 stages i.e. Stage 1 (IECbetween Island House Interchange and Tai Hang) and Environmental Project Office Stage 2 (ENPO) for the Projectbetween Tai Hang and Wo Hop Shek Interchange). (AECOM) was appointed by CHEC to undertake the role The construction works of Environmental Team for Stage 1 commenced on 23 November 2009 and were substantially completed on 30 September 2014. This report focuses on Stage 1 of the Project for carrying out the environmental monitoring and audit (EM&A) worksonly. The construction phase of Stage 1 under the EP and the EM&A programme for Stage 1 of the Project under the EPs was commenced on 12 March 2012 and will be tentatively completed by early Year 201623 November 2009. The EM&A programme, including impact environmental monitoring and audit includes air quality, noise, water quality and dolphin monitoring and environmental site inspections, was commenced on 12 March 2012noise monitoring. This report documents the findings of EM&A works conducted in the period between 1 September 2014 23 November 2009 and 30 November September 2014.
