CONTRACT TYPE AND TERM. Master Services Agreement May 1, 2019 – April 30, 2022 Termination Clause: Without cause termination: AHS may terminate without cause by providing a 30 days advance written notice to Xxxxx. Total Spend with Vendor: Description Board Approval Total Total Approved Spend with Ellit for Epic Implementation Support 05/01/2019– 12/31/2019 No Action Required $6,297,350 Epic Go Live Support and Training & Staff Augmentation / Consulting 08/22/2019 – 12/31/2019 No Action Required $7,700,000 Epic Optimization and Stabilization 07/01/2020 – 10/31/2020 No Action Required $1,000,000 Epic Optimization and Stabilization & Other Projects for the period of 11/01/2020 – 06/30/2021 Approval Requested $2,000,000 Total including requested amount: $16,997,350 Estimated Cost Savings: In addition to being the preferred vendor by virtue of a very successful incumbency, Xxxxx has also demonstrated a willingness to offer substantially better rates than those available from competing vendors when pricing staffing positions. Cost differentials are assessed on a per position basis, but recent instances have indicated that AHS is realizing ~ 10-15% savings by using Ellit as compared to other vendors. Fiscal Implications: The preponderance of the requested $2M funding increase has been included in the FY 21 budget. AHS planned and budgeted to replace Xxxxx-provided Epic staffing with in-house employed staff, however due to a challenging recruiting environment that is delaying completion of the hiring process we are seeking the additional $1M in funding for Ellit Epic staffing, the cost of which will be primarily offset by the budgeted but currently unfilled permanent positions. Ellit staffing used for the various non-Epic projects and activities again will be offset against the budgeted salaries of the permanent positions being backfilled (i.e. interim positions; temp labor action staffing). While there is generally a higher cost when using temp staffing agencies such as Ellit than the cost of equivalent in- house staff, the very competitive rates offered by Ellit in conjunction with diligent management by AHS leadership are expected to result in no appreciable variance being incurred as a result of this proposed $2M in additional spend. Reasons for Recommendation: Ellit is an established consultancy with proven capacity and expertise to provide the services required by AHS. Successful incumbency has afforded Ellit the opportunity to become very familiar with AHS systems and personnel fu...
