Contracting Officer’s Representative. (COR) The OCO for each task order may designate a Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR) to perform specific administrative or technical functions. The specific rights and responsibilities of the COR or COTR for each task order shall be described in writing, which upon request, shall be provided to the Contractor. A COR/COTR has no actual, apparent, or implied authority to bind the Government.
Contracting Officer’s Representative. (COR). A person designated and authorized by the KO to administer the contract. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
Contracting Officer’s Representative. The COR monitors all technical aspects of the agreement/task order and assists in its administration. The COR is authorized to perform the following functions: assure that the DOE Laboratory performs the technical requirements of the agreement/task order; perform inspections necessary in connection with agreement/task order performance; maintain written and oral communications with the DOE Laboratory concerning technical aspects of the agreement/task order; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor the DOE Laboratory’s performance and notify the DOE Laboratory of any deficiencies; coordinate availability of NRC-furnished material and/or GFP; and provide site entry of DOE Laboratory personnel. Contracting Officer’s Representative. (COR)
a. Monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements;
b. Assisting the Contracting Officer in interpreting the statement of work and any other technical performance requirements;
c. Performing technical evaluation as required;
d. Performing technical inspections and assisting the Contracting Officer in acceptances of deliverables required by this contract;
e. Assisting in the resolution of technical problems encountered during performance;
f. The Government may unilaterally change its COR designation(s).
Contracting Officer’s Representative. The Contracting Officer’s Representative (XXX) will be appointed by the CO upon award of a BPA Call. The COR(s) will serve as the primary technical contact between the BLM and the Contractor. In this role the COR(s) will provide any specialized instructions to the Contractor regarding the PWS, arrange pre-work conferences as necessary, and coordinate the review and acceptance of all tasks/services under the BPA Call. The COR(s) do not have the authority to modify, or in any way amend the prices, terms, or conditions of the BPA, or the underlying GSA schedule.

1.) The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract. The Government may unilaterally change its COR designation.
Contracting Officer’s Representative. The CO shall apoint a Contracting Officer Representative (COR) with the primary duty to monitor contractor performance to ensure that all tehcnical requirements under the contract are met within the period of performance. The authorization is not delegable. The COR has the responsibility to inspect all services and is authorized to approve/reject invoices for payment.
1. The COR’s responsibilities and duties include:
a. Conduct surveillance in accordance with the QASP. Document surveillance activities and provide a copy of documentation to the CO. Review technical proficiency and compliance against the technical provisions of the contract, and verify the performance of work by the contractor;
b. Perform surveillance of the performance under the contract and conduct inspections necessary to assure performance and compliance with the terms and conditions of the contract;
c. Assure prompt review of draft reports and approval of final reports to contractor to assist with meeting the specified completion date of the contract, and assuring prompt inspection and acceptance, or rejection of deliverable;
d. Notify the contractor of deficiencies observed during surveillance. Record and report to the CO all incidents of faulty or nonconforming work, delays, or problems which may disrupt or hinder future performance;
e. Immediately bring to the contractor’s attention any potentially hazardous conditions. The contractor is always required to comply with federal Occupational Safety and Health Administration (OSHA) guidelines, applicable labor and environmental laws, as well as any state or local requirements for workplace safety, whether in federal facility or other location; and
f. Collaborate with the Regional Health Service Administator (HSA) who has responsibility for clinical oversight and provide feedback to the contractor concerning any identified issues.
2. The COR shall notify the CO in writing of the following:
a. Any requests for changes from a contractor;
b. Potential labor disputes or workforce problems;
c. Lack of performance which may jeopardize the cost or required schedule;
d. Possible changes in contractor management and/or key personnel;
e. Disagreements with the contractor regarding performance of PWS requirements or other potential disputes with the contractor about technical or other business matters;
f. Any possible contractor deficiencies or questionable practices so that corrections can be made before the problems become significant;

Contracting Officer’s Representative. (COR)
i. At Contract award, or at other times when required throughout the Contract’s period of performance, the CORs will be designated on authority of the KO, to monitor and coordinate all technical aspects and assist in the administration of the Contract. CORs are responsible for ensuring that the Contract is administered properly and are responsible for performing the duties described in the COR designation letter.
ii. All contacts with agencies of the Government and interface with other Contractors required in the performance of this Contract shall be accomplished only through the direction and with the coordination of the COR. The responsibilities and limitation of the CORs are contained in the COR designation letter.
Contracting Officer’s Representative. The COR will monitor contract performance on behalf of the contracting officer and compliance with terms and conditions of the contract. Also, the COR will receive all documentation required by the contract for the services/supplies ordered, inspected, accepted during the port visits. Various CORs may be assigned to this contract. All customers authorized to use the contract will nominate a Contracting Officer’s Representative for their task orders. The appointed COR’s data will be provided upon the award of the contract.
Contracting Officer’s Representative. The Contracting Officer shall designate an individual to act as the primary Contracting Officer's Representative (COR) during the term of this contract in accordance with Section I, DFARS clause 252.201-7000 entitled “Contracting Officer’s Representative”. The COR will represent the Contracting Officer in all technical aspects of the work to be performed. The COR will act in a liaison capacity to coordinate activities between the Government and the Contractor, provide assistance in the identification and resolution of problems, conflicts in priority, requirement definitions, and other operations related problems. A letter of designation will be issued to the CORs with a copy provided to the contractor stating the responsibilities and limitations of the COR.
