Cost Effective Alternatives Services. The CONTRACTOR may cover cost effective alternative services or settings as an in-lieu of service, in accordance with 42 CFR 438.3(e) (2016), when the following criteria are met: 4.3.7.1 The State determines that the alternative service or setting is medically appropriate and is a cost effective substitute for the covered service or setting under the State Plan.
