Cost Effectiveness Test. A discussion and analysis of whether the purchase of individual and employer sponsored coverage under this demonstration proves to be cost-effective relative to the CHIP or Medicaid State plan costs. Specifically, the State must compare the demonstration costs to the individual or aggregate amount of expenditures under the approved title XXI State child health plan or title XIX Medicaid State plan, including administrative expenditures, that the State would have made to provide comparable coverage of the targeted low-income child involved or the family involved (as applicable);
