Decisions of the Administrative Council. (1) For any decision of the Administrative Council, the representative of each member State shall have one vote. (2) Subject to the provisions of Article 22 above, decisions of the Administrative Council shall be taken by a simple majority of members present or represented. (3) Subject to the provisions of Article 22(2) above, in the event of equally divided votes, the Chairman shall have a casting vote.
