Deduction for Refusal or Failure to Provide Service. Where in the opinion of the District the Contractor withdraws or refuses to provide service for one or more routes without just cause the District may deduct monies from amounts payable under this Agreement, based on the daily rate, for each route not serviced for each day the service is not provided.
