DEFICIENCIES, CORRECTIVE ACTIONS AND DEDUCTIONS. 16.1. When the Contractor's work does not conform to the Contract requirements completely, a deficiency exists. If a deficiency(s) is serious enough to render a service unacceptable, it is also considered a defect.
