The Deputy Ad- ministrator of the Animal and Plant Health Inspection Service, U.S. Depart- ment of Agriculture for Plant Protec- tion and Quarantine, or any officer or employee of the Department to whom authority to act in his or her stead has been or may hereafter be delegated.
