DETERMINATION OF ADOPTED HIGHWAY SECTION. The appropriate Department District Secretary shall screen and select the sections of the State Highway System to be adopted as the Adopted Highway Section. The District Secretary shall also decide all questions, difficulties, and disputes of any nature whatsoever that may arise under or by reason of this Agreement, and all decisions shall be final and conclusive.
