Develop a Joint Action Plan. The reforms and actions shall be discussed for feasibility, and then agreed upon amongst all stakeholders present. Based on these actions, a Joint Action Plan shall be developed. The Joint Action Plan has to be realistic, and shall include who will do what by when.
