DFR Approval. Carrier shall obtain DFR’s approval of rates, forms, and binders for each Health Plan for which Carrier seeks Certification. The Marketplace may not certify a Health Plan as a QHP unless and until DFR has approved the rates, forms, and binders for the Health Plan.
