Dispute where no Certificate of Practical Completion. If within 10 Business Days after receipt of the Developer's request for a Certificate of Practical Completion for a Contribution Work, the Certifier does not either issue the Certificate of Practical Completion or give the Developer reasons for not issuing the certificate, then either Council or the Developer may regard the circumstances as constituting a dispute between Council and the Developer.
